കേരളത്തില്‍ ലൈസന്‍സില്ലാതെ പ്രവര്‍ത്തിക്കുന്നത് 10,000 വിദേശ റിക്രൂട്ട്മെന്റ് സ്ഥാപനങ്ങള്‍
തിരുവനന്തപുരം: വിദേശ പഠനം, തൊഴില്‍ കുടിയേറ്റം എന്നിവയില്‍ വ്യാപകമായ തട്ടിപ്പുകള്‍ തടയുന്നതിന് ദേശീയതലത്തില്‍ സമഗ്ര നിയമനിര്‍മാണം അനിവാര്യമെന്ന് നോര്‍ക്ക റൂട്ട്സിന്‍റെ നേതൃത്വത്തില്‍ സംഘടിപ്പിച്ച വിവിധ ഏജന്‍സികളുടെ കണ്‍സല്‍റ്റേഷന്‍ യോഗം വിലയിരുത്തി.
രാജ്യത്ത് അനധികൃത വിദേശ തൊഴില്‍ റിക്രൂട്ട്മെന്‍റുകള്‍, വിസ തട്ടിപ്പ്, സ്ററുഡന്‍റ് വിസ തട്ടിപ്പ്, വിസിറ്റ് വിസയിലെത്തിയുളള റിക്രൂട്ട്മെന്റ് എന്നിവ നിയന്ത്രിക്കുന്നതിലും ലൈസന്‍സിങ് ഏര്‍പ്പെടുത്തുന്നതിലും നിലവിലെ എമിഗ്രേഷന്‍ ആക്ടില്‍ (1983) പരിമിതികളുണ്ട്. സംസ്ഥാനത്തു മാത്രം ലൈസന്‍സില്ലാത്ത പതിനായിരത്തോളം റിക്രൂട്ട്മെന്റ് കണ്‍സല്‍ട്ടിങ് സ്ഥാപനങ്ങള്‍ പ്രവര്‍ത്തിക്കുന്നുണ്ടെന്ന് തിരുവനന്തപുരം പ്രൊട്ടക്ടര്‍ ഓഫ് എമിഗ്രന്‍റ് സി. ശ്യാംചന്ദ് ചൂണ്ടിക്കാട്ടി.
നിയമപരമായ പരിമിതികളാണ് എജ്യൂക്കേഷണല്‍ കണ്‍സള്‍ട്ടന്‍സികളുടെ മറവില്‍ നടത്തുന്ന വിദേശ റിക്രൂട്ട്മെന്‍റുകള്‍ക്കെതിരെ നടപടിയെടുക്കുന്നതിനും ലൈസന്‍സ് ഏര്‍പ്പെടുത്തുന്നതിനും കഴിയാത്തത്. വ്യാജ റിക്രൂട്ട്മെന്‍റുകള്‍ സംബന്ധിച്ച നോര്‍ക്ക റൂട്ട്സിന്‍റെ ആശങ്കകള്‍ റസിഡന്‍റ് വൈസ് ചെയര്‍മാന്‍ പി. ശ്രീരാമകൃഷ്ണന്‍ യോഗത്തെ അറിയിച്ചു. സംസ്ഥാന തലത്തില്‍ പ്രത്യേക നിയമനിര്‍മാണം സാധ്യമാകുമോ എന്നതു നിയമവകുപ്പുമായി ആലോചിക്കാനും യോഗത്തില്‍ തീരുമാനിച്ചു.
തിരുവനന്തപുരം തൈയ്ക്കാട് ഗവണ്‍മെന്‍റ് ഗസ്ററ് ഹൗസില്‍ ചേര്‍ന്ന യോഗത്തില്‍ നോര്‍ക്ക, ആഭ്യന്തര വകുപ്പ്, നിയമവകുപ്പ്, പോലീസ്, പ്രൊട്ടക്ടര്‍ ഓഫ് എമിഗ്രന്‍റ്സ്, പഞ്ചാബ് സര്‍ക്കാര്‍, റിക്രൂട്ട്മെന്റ് ഏജന്‍സി, ലോക കേരള സഭ, സിഡിഎസ്, ഇന്‍റര്‍നാഷണല്‍ ലേബര്‍ ഓര്‍ഗനൈസേഷന്‍ തുടങ്ങി ഇരുപതോളം ഏജന്‍സികളില്‍ നിന്നുള്ള പ്രതിനിധികള്‍ പങ്കെടുത്തു. |
